New administrative option to exclude "Put Back" option for select workflow tasks
Updates to the "Add to Backfile" toggle:
- Renamed to "Initiate Workflow"
- Displays only when specific Initiating Docs setting conditions are met
- Administrators can configure default toggle state for users on Upload Documents screen
